San Diego tap water carries a heavy dissolved mineral load. When it dries on glass the water evaporates and the minerals stay behind - that is what a water spot is, and it is why rinsing a window with a hose can leave it looking worse than before.
Deionized water has had that mineral content stripped out. It lifts dirt more readily than mineral-loaded water, then evaporates and leaves nothing behind. That is what makes a spot-free finish possible without wiping the glass dry, and no wiping means no lint and no towel streaks.
